ANDERSON COUNTY — A line of local residents who seemed poised to speak their opinions extended out the door Tuesday as they sat in the nearly packed auditorium at Wren High School in Piedmont.
The public meeting community members were attending was the last gathering where Anderson County residents could express their thoughts about a proposed landfill in the Powdersville area before a cutoff date of April 7.

A BILL TO PROVIDE FOR A MORATORIUM ON THE ISSUANCE OF PERMITS FOR CONSTRUCTION DEBRIS LANDFILLS UNTIL REGULATIONS REGULATING SUCH LANDFILLS HAVE BEEN PROMULGATED BY THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL AND BECOME EFFECTIVE.
H. 4762 A BILLTO PROVIDE FOR A MORATORIUM ON THE ISSUANCE OF PERMITS FOR CONSTRUCTION DEBRIS LANDFILLS UNTIL REGULATIONS REGULATING SUCH LANDFILLS HAVE BEEN PROMULGATED BY THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL AND BECOME EFFECTIVE.Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. There is established a moratorium on the issuance of permits for construction, demolition, and land-clearing debris landfills by the Department of Health and Environmental Control. This moratorium remains in effect until new regulations promulgated by the department regulating construction, demolition, and land-clearing debris landfills become effective.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
